Terry Raymond The late Terry Raymond, a former employee of the Youth Development Division and and past President of the National Youth Council (NYC), has been described as a man who made a significant contribution to youth development in Dominica.

Raymond, who was also a former prison officer and a member of the JCI Movement in Dominica, passed away on Sunday 13th, November 2022, after a prolonged illness.

According to a statement from the Youth Development Division, on February 1, 1999, Raymond, then a prison officer, was seconded to the Youth Environment Service (YES) Corps within the Youth Development Division. He worked as YES Corps Coordinator until October 31, 2005

During his stint with YES Corps, Raymond developed six core training modules for the project which included:

Orientation Module History, Heritage & Tourism Module Agriculture Module Forestry, Wildlife & National Parks Module Coastal Marine Module and Waste Module As part of the project, he also formed the Dominica Youth Environmental Organization (DYEO) as well as several Environmental Clubs at Secondary Schools across Dominica. One of the initiatives under the project was the Annual National Beach & Waterways Cleanup Campaigns which was implemented during the month of October and formed part of the observance of Independence

Raymond’s other contributions of note while at the YES Corps included collaborative work with the Environmental Coordinating Unit (ECU) led by Lloyd Pascal, the establishment of contacts with local, regional and international organizations through which he was able to mobilize funds and expertise for the YES Corps project

The Youth Division reveals in its statement that as a result of Raymond’s efforts, hundreds of young men and young women in Dominica were educated about the environment, and became more conscious of how human actions affect the environment

“Several young men who were trained under the Coastal Marine Module obtained employment with Dive Dominica and Anchorage Hotel as certified Divers,” the YDD adds in the statement. “Through his initiative with UNICEF, several young men and young women in Dominica were trained under a Multi Media project.”

Raymond was appointed Youth Officer on November 1, 2005 and worked as the Youth Officer in Roseau, and the Western District. He also worked in the Youth Skills Training Programme as Instructor Trainer and Job Developer

“Mr. Raymond was very instrumental in the recovery efforts following Hurricane Maria, and headed a team of officers to conduct housing assessments in several communities. The Ministry of Housing was so impressed with his leadership skills that he was being considered for a position within the Ministry of Housing,” the YDD statement further reveals

“The Youth Development Division and Dominica has lost a man who made a significant contribution to youth development in Dominica,” the statement concludes

In the statement, condolences are also extended on behalf of the Youth Development Division, and the Ministry of Youth, to Raymond’s wife Jennifer and his children
